Procurement is the acquisition of goods and/or services at the best possible total cost of ownership, in the right quality and quantity, at the right time, in the right place and from the right source for the direct benefit or use of corporations, individuals, or even governments, generally via a contract, or it can be the same way selection for human resource. Simple procurement may involve nothing more than repeat purchasing. Good Morning, I am asking two question for a course. Do you think my answer(s) are right?

If a contractor's interpretation of the contract differs from the government, the contractor must demonstrate that it, in fact, relied upon its interpretation at the time it bid or offered on the contract in order to prevail. 1) GAO http://farsite.hill.af.m...fars/fardfars/far/33.htm2) ALMOST everything in the FAR revolves around KO discretion. That same theory does not apply to contractors. The Government also will do everything I their power to have contact language and clauses to favor them over a contractor.
