I am applying as a contractor job with Department of State and they require for me to obtain security clearance.
They also told me that my wife also need to fill out SF85P.

I told them my wife won't consent to fill out SF-86 and share information with OPM because OPM cannot safeguard confidential information as it happened in the breach that they were exposed to several months ago.

Then the security personnel in the company I am applying with sent me this email
"Per the U.S State Department, if your spouse is refusing to fill out the SF85 so that DOS may conduct a background check on her, you are required to type up a document explaining why she is refusing the background check. This must be a detailed document, as it will be part of your background investigation."

My two questions are:
1. If the job for me, is my wife required to fill out and submit SF85P?
2. is she required to provide a written statement explaining why she is refusing ?

Weird that they're making your wife fill one out. I was under the impression that the applicant is the only one who fills out the security clearance paperwork. Is she also applying for the position? I'm pretty sure she doesn't have to fill out a completely new SF85, but you would need to include and disclose information regarding your wife on your SF85 form.

Since the Security Personnel Specialist is quoting that it's per DOS policy, I would ask them to provide you exactly where they found such statements. Also, you an speak with someone from DOS as it sounds like t's your contracting company's security personnel specialist requesting that info.

I haven't seen it, but this old thread has people talking about DoS having spouses complete the investigation.

You could try to fight it, but the easiest answer would be for them to rescind any job offer.
The excuse of, "I read it on FederalSoup..." won't work. Please do your due diligence.

All of my siblings and my spouse were exposed during a breach. None of them had filled out anything, but I was required to provide their names, addresses and SSNs for my clearance paperwork.

So, just having you as a relative would be a liability.

As is using a credit card at Target or Home Depot.

I recall the SF86 asking for the name, address, DOB and place of birth of immediate family; plus SSN for spouse or co-habitant. I don't recall having to provide SSN's for siblings and other relatives. INS info for naturalized or non-citizens living in the US, yes, but SSN's, that's a new one.
