I have applied to a permanent GS5/5 Seasonal Park Guide position with NPS. It is about 90 miles away (in a high COL area), so I would have to move the family. It's in an are that has family members, so we could stay with them while we look for a place to live.

My question is.....what are the chances I could negotiate a higher starting step? Say, GS5 Step 5 or 7?

I have over 10 years of park, museum, interpretive experience. I currently have worked at the same place for 5 years conducting interpretation, education, outreach, volunteer supervising and all the other fun stuff that goes along with a job like that.

I've never worked for NPS (or the feds in general), but I have volunteered and have worked for an association working at a national park.

I do not have a degree, but I am working on a park & rec management BS and I am also working on certification with NAI and have completed a number of Eppley certs.

Managers have been very impressed with my resume in the past.

Is this a dream, or is it possible?

I dont see that happening. The .gov doesn't need to negotiate. Chances are there are other people who would be happy to have the job at just the bare GS5 level, why would the gov pay you more when they can get someone else who is just as qualified for cheaper?
