New Federal Employee

I am a former Fed employee with 10 point VP and over 30% compensable. After 8 years on the job, I resigned. I am applying in a different city, for the same job title just one (1) pay grade higher. (I am fully qualified for the job.)

In the application process, it tells me I must pick one.

EXTERNAL Consideration (new-hire) DD-214, SF15 VA letters. with veterans' preference

OR

STATUS Eligible (former employee) SF 50 but, my veterans' preference will NOT be considered.

and to confuse me, even more, I just had an HR type tell me the I should try to apply twice so I get on both cert list? I really don't see a way to do that.

So, after reading a dozen or so threads and picking through chapters in OPM.gov. I "think" Veterans' preference is the way to go?

I am very much hoping that someone on here with experience can set me straight and point me to the correct regs (in case I have to square off with someone in HR)
